They can generate 20 million streams just by getting songs on certain playlists
To have to VPN constantly and simulate user patterns in order to get around Spotify filtering is costly and overly difficult

They don't need to use a vpn with a botnet. A botnet is basically a network of computers that are infected and can be taken over to perform whatever action the hacker wants. You can pay for these services (or create your own botnet) and I'm sure labels do.

I don’t think it happens on a massive level though - playlisting lets labele basically force people to become fans of the song/artist so it’s more valuable than just forcing streams
