Dre is basically the traditional idea of a producer. he may not play anything on record, might not come up with what exact notes to play but he'll get everyone around him to work on the project and have the final say if he likes it or not while structuring the song. Not saying this is what happens every time but this is what a lot of people allude to when they say Dre doesn't produce. Like Ain't No Fun is 100% a Daz beat but dre for sure helped structure the song and no one could mix a song like dre (until dj quik became the king of west coast production for a hot minute in 95 but thats another story).
A lot of this talk about dre not producing comes from studio session players that feel like dre owes them or they didn't get paid correctly for what they did (eg playing the bassline that ended up being a major part of the song). think they made fun of this on Eazy-E's Radio & the We Want Eazy Extended Remix. Also I'm sure payment was a real issue the musicians and writters he was working with at the time had considered how f***ed Ruthless & Deathrow were with paying people.
tldr: in the words of snoop dogg. Before Dre you might've had a great beat but with Dre you had an amazing beat and an amazing song.

the overall sound quality was just always there when a lot of hip hop just wasn't. I think the fact you can still play a song like Dopeman or even the OG Boyz N Tha Hood and the drums still knock just shows you Dre's ear was that good that early on. On top of that the quality of the actual songs were top tier. Compare the drums from this to other songs from around the same era
Also Dre basically mastered the art of mixing on 2001. s*** is perfect.
