The most important part is to ensure your moisture barrier is not broken, that means you're balancing exfoliation with hydration. The latter should always be a bigger priority. The former will smoothen texture and enhance pigmentation however the products are what make the foundation pop.

Yes! Oil cleansing is better because it helps breakdown makeup and SPF a lot more effectively. Most products contain some form of oil so water based cleansers don’t get the job done fully.
Also, majority of products and cleansers that are geared towards dehydrated or oily skin remove natural oils from the skin which in turn causes rebound oil production, essentially you’re stuck in an endless loop.
The concept is to first oil cleanse then use a water based cleanser but the one that I use, Skin 1004 Madagascar Oil Cleanser is a 2 in 1. It’s an oil at first but when you add water, it washes everything away. There’s a post about it a couple pages back :)

Make sure you’re not touching your forehead, one of the most common reasons of acne on the face is transferring bacteria from hands.
Perhaps, a benzoyl peroxide face wash may help but I’d suggest to just keep hydrating the skin rather than drying it down with harsh products. You can always spot treat at the end of your routine which is much better!
