I wasn't around back then but I think Snoop was a bigger rapper than Pac in 92-94 but Pac overtook him in popularity in 95, 96, and the rest of the 90's.
As for who's more popular today, Snoop has the advantage of still being alive and exposing himself in the media and putting himself out there so it's not a fair comparison.
But Pac is still huge the same way Bob Marley is huge. His persona, messages, and songs still resonate with the globe in a way that Snoop's doesn't.
Pac's Greatest Hits is one of the highest charting rap albums OAT on Billboard. Doggystyle ain't even top 50.
Pac is also viewed as the pinnacle of rap worldwide(along with Em and Big) while Snoop is barely known as a rapper these days.
