edit: after doing some research on twitter this measure, even though it capped prices, had stipulations where it increased the prices of insulin for people who were able to get it cheaper before. so not a bad thing that it was frozen

There's a lot of back and forth over what route democrats could take to pass this bill. For it to go through the normal way they will need 60 votes so at least 10 republicans would have to come to an agreement. But there's another process that they could pass it with a 50-50 vote and then the Vice President would break the tie. From everything I've read, it looks like the democrats want to negotiate with the republicans but they say they will do what they have to do to get it out. Full write up coming soon!

They can sometimes move funds to different agencies of the executive branch if it is authorized, but only Congress can create a budget, appropriate funds, and most importantly borrow money that you will need to finance a multi trillion dollar spending project.

They’re only allowed to do the way that lets them pass it with a simple majority (Called budget reconciliation) once a year so they’d rather not use that time up now if they don’t have to, that’s why they’re trying to negotiate first
