Well first in how it came to be historically, they both rose from material conditions, but those conditions were different and that lead to different material outcomes. These tribalist attitudes in African countries come and go. Again I will use Ethiopia as an example since I know about that the most, but while there are ethnic tensions in Ethiopia now, it wasn't always like this, periodically these tensions can flare up and then cool down again.

This isn't the case with white supremacy, while there may be times where racist attitudes are more prevalent and extreme, white supremacy as a whole is constantly present, because it's more deeply ingrained, because the material conditions that require and perpetuate white supremacy have been constantly present.

I always hate how people call any and everything "fascist", its especially weird to make the distinction between Russia and Ukraine to be Fascism VS Liberalism. Ukraine and Russia are much more similar to each other than Ukraine is to any western liberal democracy.
