It appears as tho its not just radio adding their songs, the label "SENDS" the radio the song to play

It means labels pay radio stations to add the song to their rotation. If their listeners keep requesting the song to be played after it’s been added, the radio station keeps the song in rotation.

the idea of "they'll play the it off the strength" is just not true. Yeezus was not a commercial album and if the label wasn't sending songs out and paying them a sum of money they'd be s*** outta luck expecting radios stations to play it. every label pays for radio, at least a little.
