Not really. It wasn't the huge success that the single ayer games were, and the player count decreased a good bit a little while after launch (likely from people who wanted to play it because they loved the other games but didn't want to play an MMO).
But after that, it had a solid and dedicated userbase for a while. I played it for a while about half a year after launch my towns were always full of other players.
IIRC, a while after i stopped playing there was a major content update that turned some people off, but the numbers evened back out again eventually

Literally all I've said is that the current released product of the game has lots of intriguing aspects and ambitious gameplay, so therefore I wouldn't consider it a scam. You're giving me a history of the development as if that goes against what I'm saying about the currently playable game, which is why I said its "not a big deal". I was just talking about the current game and you're going beyond that to prove some useless point.
The developers could very well be s*** at managing their resources, and I never said you were wrong lmao. But you've yet to talk about the only point I've made in this entire thing in that the current playable game is more intriguing than 95% of whats out there. I wouldnt feel scammed if I bought the game right now and it didnt move past its current state, but I won't because I want to see if they can deliver on their other promises of the 40-hour campaign and such. The people who spent thousands on this s*** in the past and are disappointed in its development are valid in calling it a scam if they choose to, but thats the risk of investing in a non-finished product.

They have literally been showing game footage and features for over half a decade that were routinely described as more ambitious and detailed than anything else on the market.
It's almost like you don't even know that these playable test versions were being released near the start of the 2010s, with a different facet of the game being released as a separated test version every year or so (until they went like 3 years without anything but promises that a new version would come in a few weeks, but never did).
