Disclaimer: I don't know history, and law, so everything that I'll say is probably an assumption with some facts.
Let's start from the acient times, and imagine that we have a community, what will people in this community do if the person broke their law, for example kill a person, I think this person would be either killed or exiled as a punishment. The exile looks pretty clever to me as this person no longer will consume the recources of the community and there won't be a danger of him doing it again.
So now, in modern times. There are countries with homeless people or people who live in poverty or people with diseases and health problems on which government doesn't want to spend its' budget, so there aren't much expressions of the empathy towards these people. At the same time somehow, if you kill a man then you have a guaranteed place where atleast on paper, you have everything necessary to live, and you don't have to work.
There are some cases when people steal from federal budget and they doesn't get much of a punishment, imagine if we lived in some small community and someone was stealing the money that we agreed to put down for building schools, roads, etc. Would this person get as light punishment in this case or not?
exile is bad and many places stopped doing that because they would come back and/or attack people who left or are coming etc

I agree with this side of exile, but today's prison doesn't work at all, I would argue that there are some things for what we should just execute this people and go on with our lifes without spending a penny more on them.
In some countries, prisons are inhospitable.
And definitely not a better alternative to homelessness.

people who kill someone in cold blood shouldnt get to live but many crimes if you can pay it off or if theres no harm involved you shouldn't go to jail.
i think with prison, even though you can eat / live for free like you said, it’s still a horrible environment. you are locked in a cell at times, controlled, food sucks, it’s hardly an existence
at least when you’re homeless you are “free” and have an opportunity to try and turn yourself around
lol no. somethings you need to be in jail or dead for. not "get them help" if thats all it takes then they shouldn't be in jail

Exiling doesn't really work. Stalin got exiled to Siberia half a dozen times and always found a way back. I'd imagine it'd be even easier nowadays with better forms of transportation

stealing it should be case by case basis. with the option of working to pay it back in double etc imo
