yeah but they can only favor the rich elite in excessive amounts when they have the tools to do so: legalizing shady wealth accumulation schemes like stock buybacks, letting companies invest billions in politicians without any transparency, etc
popular movements die when they make noise on tv and feel like things changed but in reality nothing changes until you outlaw a few key tools i mentioned above or pass laws that make it harder to come up with new corruption schemes
A LOT of countries went from shady authoritarian countries to transparent democracies in a matter of decades because at one point the interest of the people and the interest of the politicians were not in conflict and they passed the right laws at that precise moment. Politicians only goal is to stay in power and if being on the people’s side allows that more than being on the elite’s side, they quickly switch
