It’s a sequel to a successful new IP that was a massive change of pace for the developer.
Of course it was gonna be largely the same, most sequels to anything are, especially in gaming. Developers build foundations that they can iterate on and expand.
No sense throwing everything away considering how time consuming games actually are.

fromsoft at least created their gameplay mechanics. guerrilla gave the same open world gameplay loop we’ve always had. insult to injury: in the same year so did nintendo with breath of the wild but they did it so much better

I’m not saying they did, but it was still a solid game with much better combat mechanics than most open world games, and an interesting setting (lore wise).
This sequel has the opportunity to remedy a lot of the issues from the first (and previews seems to be pointing towards that).
