I look at certain beatmakers as musicians or artists themselves. Its definitely a case by case thing tho. I think hip hop just kind of muddy the perception of what a producer is because its not very common that you find a producer that cant make beats to some degree.

Rarely is a GREAT song ever made that easily, you have to have an amazing ear to pick out a good loop to use in your track. And that doesn’t even get into how loops are further manipulated, chopped up, repitched etc
Only mediocre producers that slap on a loop add some cheap drums and make a track with no feeling are lazy

How can you know it’s manipulated if it’s some random unknown loop tho

you seem to have a very limited idea of what can be done with samples. granular synthesis is a type of sampling for instance.
