the latter problem aside i feel arbitrary executions (because there is absolutely no way a newly created governing system has perfect information) might hurt the legitimacy of the new socialist power more than it helps.

the education/media point is an idea but again you're not going to be able to get those who control those systems to hand them over to you AND run them for you. the only option is to abolish them and build them from the ground up to generate an entirely new ideology of sorts.
