This multiverse you're talking about still needs direction and cohesion in each universe which it lacks. If the characters in the suicide squad exist in BvS world (which they do) then the Gotham in the suicide squad should be consistent with the Gotham in BvS. The only two universes that exist right now in dceu is the Snyder universe (with the justice league and suicide squad characters) and Joaquin Phoenix joker universe. It looks like you're calling the Snyder universe a multiverse and so it's expected to be inconsistent but the Snyder universe is just one universe and should not be inconsistent. But it is because the Snyder vision has been abandoned but not the characters that exists there
