Jay-Z doesn't have a terrible album but a lot of mid/underwhelming ones carried by singles or a few cuts like Vol. 3, BP2, KC, The R Kelly albums, BP3, MCHG, etc.
None of them are truly bad but they're very bloated, lack cohesion, and didn't live up to their hype.
Drake has this issue more than Jay.
For Kanye, Ye and JIK were more so underwhelming than bad. Ye wasn't that memorable outside Ghost Town and JIK as a whole was a miss and highly forgettable.
If Kanye stuck with Love Everyone and Yandhi instead, he'd be untouchable.

Having 7-8 misses on a 16 track album is a bad album
Also the consensus seems to be Scorpion and MMATBS aren't really looked at as favorably as the rest. If we're being honest they qualify as bad if we go by your definition here

It really depends on what "bad" is though.
I noticed today's music fans get very sensitive over the concept of "bad" albums whereas it was a more pervasive idea before.
I blame stan culture tbh.
I'm a huge Wayne stan but I'll be the first to tell you that Rebirth is gutter trash no matter how ambitious it was.

MM&TBS is a great album, only ones not looking at it favorably are the ones with Papi or something Drake related in their usernames

This is a cop out excuse at this point. I remember they were vocal in the first week on here but it's been a year at this point with a lot a valid criticism coming from others even some of us that can see the decent aspects of it. That's like Drake stans who still think the only people who didn't like Scorpion are Kendrick stans
