I think you could argue it underachieved a bit (I think it was fine considering it’s just a throwaway people begged him to drop) since it didn’t stay at 1 after the first week, but calling it a flop is a bit too much imo
There is nothing about it that's an underachievement. Songs like Heartless hit #1 and fell out of the top 10 the following week and didn't get back into the top 10 until the album it was on dropped and even at that, it ended up spending a total of 2 weeks in the top 10. Highest in the Room debuted at #1, spent two more weeks in the top 10 and only got back into the top 10 when a remix was released. All of this with bundles.
Toosie Slide debuted at #1 and dropped back to #2 only because of the lead Abel had on radio. It's spent 3 weeks in the top 2 and will spent it's fourth week at #3 only because a new song will be debuting at #1. That is by no means an underperformance.

I agree, underachieve maybe but even that might be the wrong word. I personally think Drake’s most commercially underachieving song is Feel No Ways. How did that song only peak at #16? Arguably his greatest pop song ever and it doesn’t even enter the top ten? No doubt in my mind if he releases a song like that as a lead single it’s going number 1.
