Dawn FM may not be a traditional hip hop album and more of a pop album but Weeknd is generally in the Hip Hop& R&B space. In fact, Dawn FM is less poppy than some of his other projects.
I also literally forgot that it dropped this year until making the video but yes, considering the quality it is amongst the better albums in the rap and hip hop space.

Pop songs make up much more of his output than rap, just like pop makes up much more of lil nas’s output than country (especially since he hasn’t made a single real country song)
Therefore, Weeknd is pop, just like lil Nas is pop.

Weeknd did not originate as a pop singer....He was an R&B singer before he was ever pop, if you really want to get technical about it.
Of course, Weeknd makes pop songs, he's literally in the top 1% of musicians. For example, Drake is a rapper who makes pop songs by virtue of his reach and audience. But Drake is a rapper first just as Weeknd is an R&B singer first and foremost.
