I would argue no. Nostalgia Ultra is closer to a rap album than Channel Orange is imo.
Weeknd is closer to a hip hop act than Frank Ocean. It's a nuanced point but Ocean makes essentially modern adult contemporary I guess whereas Weeknd is R&B and Pop with hip hop crossover.

I have listened Dawn FM. Granted it, it was much, much earlier in the year. I agree that it is a synth pop album by an artist in the rap and hip hop, r&b space.
Here's the thing. I do a hip hop podcast where I looked at various top 10 lists. Now, this encompassed various genres. I in a throw away line in an unscripted podcast mentioned Dawn FM and thought people forgot about because it came out so early this year.
But I'm going to defend this point. Why? Because it's absolutely ridiculous that hip hop fans are being sticklers in defining what is and isn't part of the genre in a genre known for its experimentation and transcendence.
Weeknd literally made Dawn FM to break free of the confines of his old music. Dawn FM is an experimental, concept album anyways. By saying no, it cannot be considered in the hip hop space, you are saying that there are limitations to the genre. A genre known for mishmash of different genres. Holy S***.
