I need some advice on getting my car fixed. My tires have been leaking air frequently for a couple of years now. And the problem might not just be the tires, it might be the wheels, there's rusts and s*** on them. So all the maintenance might add up to being pretty expansive, so I have been pretty hesitant on that.

IDK I might want to get either a new or used car instead, But I will also need to start paying off my student loans in December.

You can get a new set of steelies in good condition for really low prices to replace your current wheels. You can probably get a set of 4 for under $200 with tires included. They might not look great but you can always cover them with hub caps. Might be a good option until you buy a new car
