Tax lawyers know the tax loopholes and it takes a few years for the courts to find these loopholes and litigate them. Once the hole is stuffed, a new law comes out and the tax lawyers move on to the next scheme. Rich people benefit from these loopholes since they are the only ones who hire these tax lawyers, while normal people aren't even aware of their existence. The politicians leave these loopholes inside the laws because these laws are written by banks or law offices in the first place for the most part and the politicians don't have the technical/legal knowledge to know about it

And the other place I worked at finessed several billion euros for its clients over a tax law loophole for 3 decades which turned into a national scandal once it was discovered and the offices were raided while I was there
