Honestly, it boils down to the fact that she caught lightning in a bottle with Super Bass via Taylor Swift's promotion of the song and Esther Dean's assistance. That song literally saved her debut album relevance wise.

And Starships was basically her trying to repeat that formula for a lead single.

Aside from those 2 songs, Nicki wasn't as "poppy" as people made her out to be. Her other singles were just slightly melodic rapping over commercial sounding beats or rapping over sampled beats like Anaconda with the "Baby Got Back" reference.

Nicki was a spitter at heart who got brought on by Wayne for her mixtape work and her attempts at pop weren't all that sincere. She just did it to increase her exposure and help her records catch on.

Nicki also stayed relevant by being featured on hot tracks like Monster, My Chick Bad, Make Me Proud, and those pop/EDM features.

Super Bass and Starships were anomalies for Nicki and they came out at the right time for her.

Doja Cat, otoh, is more of an authentic pop star who actually makes sure to give people an ultimate "disco pop" experience in her music while also giving stellar live performances. She's not a strong emcee like Nicki though even though she's trying to change that.
