This a weird thing to frame racially. I'm black asf and i sometimes do this. it's not really about race and just more about wheee you grew up and how well you tolerate the cold. ive been in Europe and even in some 38 degree weather i rocked shorts sometimes because my legs straight up don't get cold. i wear thermal undershirts and a thick jacket and thick socks tho. Most of the time i wear pants too. And there definitely is a thing about white especially nordic people being able to tolerate cold better. Idk but doesn't seem like just a thing white people do to me
