There's snow all over the city of Stockholm right now and I literally saw this just a few days ago. It's an actual thing. Every now and then I see a white dude with shorts and an unzipped hoodie in the middle of the winter. You could make winter jackets from the skin of these dudes.

The reverse of this is black people in Florida in summer wearing all black, occasionally hoodie and jeans too
