You technically can hop in that game without playing the others, but there are still references to past characters and events. Same applies with it's sequel though you'll lack some context on things.
People itt have just started straight there just fine, I personally as a story enjoyer would recommend starting at 0 for the full experience.
There's also the Judgement series which has no attachment to the mainline Yakuza series aside from mentions of current Yakuza groups that you'll come across. Different characters, action based combat.
You can't go wrong with whatever you choose to start with.
