It's evolved over time, you have to look at root causes. The average person isn't a racist. The disproportionate issues with the police going today is linked to the 80s.

People in the NYPD went to the same schools and were friends with everyone else, they were regular people. The alienation of them has to do with Police themselves alienating themselves from their own communities, caused mostly by the racist politics of conservatives in the 80s/90s.

Racism in years prior to that is much different in form and causes.
