Belly I feel is a movie that would do very well with a remake. And what needs to be done isn't all that much. Keep the cinematography intact, or spruce it up enough for modern times, but just get more serious actors and stronger writers.

The problem with Belly is that it seems like a movie consisting of moments and things that kinda just happen that are simply thrown together without good enough setup or a reason in general. A stronger script will help fill that out more, and better actors will make for more convincing character arcs.
