The use of "defund" in the language of these bills refers to a full stoppage of funding from the primary agent, in this case the federal government. It is not cutting the budget nor is it not redirecting funds, which is what some proponents of "defund the police" are advocating for.

Hence, the confusion for people who aren't paying attention, they think "defund the police" means no funding for them, which is not what everyone is advocating for.
