The whole show takes place on a whole different earth. None of the locations are actual locations irl. DB earth isn’t the same as our earth at all but since it’s a Japanese anime we associate it with Japan but when you really count the cast there’s only like 5 actual Asian characters going by the names (Tien, Roshi, Krillin, Chi Chi and Yajirobi to name a few) or backgrounds of the characters but even then it’s never confirmed what exact ethnicity they are.
Everybody else is either an alien, an Android, a manbeast or a talking bug LOL most civilians just look like white ppl for the most part but they’re whatever race/ethnicity Toriyama intended them to be

You can tell by the characters hair colors and styles that they're not "Asian". Which is true for most anime, particularly Shonen like Naruto or Pokemon where it's not even stated that they live in Japan.
The show was made in Japan, so naturally there will be cultural references and inspirations throughout the show. It would be highly irregular for that not to be the case.
The thing about anime is that they're designed to be human. Just because the show was made in Japan doesn't mean the story and characters are strictly Japanese. That's just narrow minded thinking.
