Those singles should've been chart topping hits with longevity but they had no cultural impact. Drake could push the songs but there's no point in pushing a song if it's not accepted by the public. You can't force a song and that's the philosophy that I believe Drake operates by. Drake just doesn't have the 2018 sauce this year.

Greece was out for months as a leak and is charting . It's top 20 (#15 to be exact) in the UK and a lot of Europe which makes sense as it's stylistically not very US market. As you've pointed out Popstar is 21 and already platinum.
Songs are throwaway songs Khaled begged for. There's major singles by major artists that haven't done half as well.

This is why I've said many times this year that I'm GLAD Drake didn't score multiple #1 hits this year. I kinda wish Toosie Slide didn't debut at #1. In hindsight, m also glad Dark Lane Demo Tapes debuted at #2 because what it's doing is shattering some of the very stupid and unrealistic expectations y'all have about Drake's music and how it's meant to perform. I don't know any other mainstream rapper who has given their fans as much music as Drake has in the past 11 years or anyone who has remained consistent with the success of the work to the point where fans can constantly be proud to celebrate them like Drake has.

I said you are stupid because if you had any sort of common sens, you would understand the impact COVID-19 has had on everything, including music, the way we consume it and the impact it has on the charts. Most songs released from March onwards haven't performed particularly well. You can do your research on that. We've had more songs debut high and crash immediately this year than any other year in recent memory. All of that is for a reason.
YES, Drake likely wanted this year to mirror the success and dominance he had in 2018, but COVID-19 changed all of that. That's all the explanation you need for all the points you're trying to get across.
