Standard B is very easy to meet and I would bet that the overwhelming majority of Best Picture nominees over the past 3 decades have met it. C and D also aren't that hard to meet (and obviously neither is A), this isn't really going to change much as far as what we actually see on-screen.

A shame, this will only hurt creativity in film makers. Most people caring about s*** like this don’t even give af about films.
