why would anyone upload a mixtape to apple music or spotify and not want to monetize it

And even if they somehow were, are artists really gonna be putting out music for free? Mixtapes were popular when there wasn't a way to release music with the click of a button

in reality apple or tidal buying datpiff or soundcloud and integrating it into their apps would probably be the most realistic solution BUT like you said there's no real monetary incentive outside exposure and followers.
Wasn’t tidals whole gameplan “for the artist”. This is how they could do that. I would switch over to them for this, give the artists freedom to go back to that style. Drop original tapes or hop on hot beats like Wayne or fab.
For the record, I know this is a pipe dream and wont happen.

This is a great idea, but mixtapes have never actually proven legal in court so you may get a result you don't want
