There's similarities but black American culture is different from west African culture is different from east African culture is different from black carribean culture is different from afro Latino culture etc. And even within all these it's a ton diversity. I think that what @localblaccmane said is right, American culture is a mix of various other cultures, largely of assimilated immigrants, tacos and pizza are seen as much as American food globally as hamburgers or hot dogs
I do think that black people have had an immense influence on broad American culture, especially in fashion and music, the national culture would not be the same without it
I do not really think they are one in the same though, as that would be heavily reductive to both sides of this question
