I think that what @localblaccmane said is right, American culture is a mix of various other cultures, largely of assimilated immigrants, tacos and pizza are seen as much as American food globally as hamburgers or hot dogs

I do think that black people have had an immense influence on broad American culture, especially in fashion and music, the national culture would not be the same without it

I do not really think they are one in the same though, as that would be heavily reductive to both sides of this question
