Anything past the mid way point of the two loops is considered outside the city to most people. So my idea of a city might be different from Chicago. There are neighborhood where you can post Halloween decorations with neighborhoods that would be in the city of Houston. It's just not downtown. Downtown is f***ing small if you're thinking Skyscrapers.
