if people get married, ill assume one of them as a home. now they can just move in to that home, and the other home can be used for another community member if necessary.
if someone wants to move, well i guess it would depend on how far they want to move. but they could get in touch with the community they are trying to move to and see if there are any recently vacated homes that fit their needs.
