    The author literally said he's white. Obviously he's not literally white within the context of the story but he's clearly based on the appearance of a person of European descent just like how Killer Bee is based on someone of African descent

    That quote is if they made an American naruto movie. Emphasis on American. Secondly if they want to make an as close look-a-like then he saying use a person with western accents. Third, there is no source for that quote besides posts from people on forums lol

    Everyone knows mangakas use western features to make their characters more widely liked in the west, but a Japanese man making a ninja (who originate in Japan) isn’t going Hmm I’m making my character a white person. They are fictional and characters hair color means nothing in naruto at all. I would need him explicitly saying he’s European with an actual source. I don’t believe just anything online without the actual source, plus that thing you posted said American movie. There’s context. If it’s made in Japan, it’s made with Japanese people.

Just it’ll be easier to make an American naruto to cast since turning fiction into reality, if you can find a blue eye boy it’ll work, but the hair is still a wig since it’s spiked up like an Asian hairstyle. I wouldn't say it was necessarily a deliberate decision, but I was definitely conscious of the fact that if I wanted to have my Naruto world reflect actual society more, then it might be easier for fans to accept, to see, other cultures or races as well. So while it wasn't necessarily an outright deliberate decision, I think I was conscious of the fact that I wanted Naruto's world to reflect, at least a little bit, the world at large.
