The problem is they have no documentation of a lease. They didn't show the cops a lease and they didn't show the news a lease. All they provided was a receipt of "work" they've been doing on the house.
It's still a claim to tenancy. Technically, oral leases are allowed under the law for most states. They usually have a time limit though, and are very common in lower-income neighborhoods. These are much more open to dispute and why you can't just assume someone isn't a tenant.
Your typical NYPD officer doesn't know the intricacies of property law, they only enforce the property rights. So if a person is claiming tenancy, they can't be the arbitrator whether or not that person is a tenant or not, the court has to determine it. If the person doesn't have any right of access, the judge will close it out and call it a day and have those squatters moved out of the house.

Like morally, it would be the right thing to open our houses to the homeless...if we want to. However, we as private citizens have no obligation to do so if we don't want to. That's the point of owning property
