And yeah obviously a current 13 year old isn't deciding who's GOAT, my point was though that overtime crossing over to further generations cements it. If in 30 years those current 13 year olds still don't know much or care about Nas, and the people his time are dying off then that definitely would impact how he is seen.
Kanye/Jay-Z/etc have people raised in the 90s, 00s, and 10s who rock hard with their music to a much higher extent than Nas. That will definitely shape discussions in the future.
Michael Jackson's music was known widely and still understood as a huge deal even by a generation of teenagers 40 years after he debuted. Katy Perry's music will not be. That is what cements GOAT legacies.
