Impact is relevant sure, but it is a slippery slope. We see even in today's time albums might not start getting their recognition/praise until 5-10 years after the fact.
To me it's one of two things
Either the album is impactful and stayed in the conversation for years and significant for music at the time
Or it's a masterpiece quality album that's a classic just for being outstandingly good

At The Louvre, you stand in a crowd and push your way to see the tiny Mona Lisa, while around the corner better Da Vinci paintings sit for you to see at your leisure. But no one cares about La belle ferronnière. It isn’t particularly hated or loved, it just is.
