He seems to have particularly boring taste for a big star. Even if Pharrell twisted his arm to do it, Timberlake had The Clipse on his debut solo song. Bieber is using the same big features (Travis, Post, etc) as everyone else.
You do know labels don't let you just release the 🎶 you wish to release or create the 🎶 you truly want. Most of these famous pop artistes wish to release other types of music but they can't because of the terms in the record contract. You'll be surprised that an artist like Ariana Grande wants to sing rock or an artist like Taylor Swift wants to release a whole country album. Most famous musicians(singers/rappers) be depressed on the inside because they can't release the 🎶 they truly want.

I think its bc the people around him don't push him to progress. like someone else said ITT, JT had someone like Pharrell & the Neptunes around him to steer him creatively to take risks that ended up paying dividends. Bieber's team seems to coddle him, I feel like the majority of ppl around him are yes men or are people from his label that want him to make generic s***. like for example running over originally had ski mask on it but scooter braun made him put lil d***y on it.
for him, a risk is getting an industry songwriter to make him an r&b album.
