I definitley dont think a rap artist we know of right now will do a M (slight chance Post Malone - inb4 argument about him being rap)
But I think someone will come up in the decade with one of those iconic runs that do a M first week
I just think it is almost physically impossible for it to happen until streaming uptake doubles from 2018
I think scorpion is an example of perfect storm streaming week and it was 495k from streaming
Streaming music revenue was $19.6bn in 2018 and it’s not gonna double until 2025 so we probably won’t see that happen until at least 2025. But then assuming it keeps growing at that point at the expected rate of 6-7% by the end of the decade we could see a lot of artists selling 1m+
What’s gonna make the biggest difference is how the definition of an album sale in terms of stream changes. If they weight streaming higher then we’ll see a big growth and if they weight it lower or tie it directly to the rate of growth of streaming then we might not ever see 1m+ again
Trippie redd for pegasus has 2 target bonus songs on the CD version ONLY also instead of pre orders of vinyls they're shipped first week of the album now and have been incentivizing fans to buy it more (he sold out on them a few days ago), I've also been noticing his team getting fans used to merch drops as a source of income for him because of no shows right now and its working, he legit sold out of majority of his drops for the last 5 months.
It will be interesting to see what else they do and what other artist will do, maybe even bring the CD or itunes exclusive back.

If I was a manager to "finesse" the new rules while we figure out how to do a better job and create new ways for physical sales, I would put out a merch drop a month or 2 before the album and bundle it but have the shipping time the week of the album release, its not breaking the rules they set forth and it'd get my artist looking good and for the next album roll out a few ideas to get the audience that phyiscally buys music or get their audience to buy again.

Streams made numbers within an individual week undoubtedly lower. There is no logic in comparing raw first week numbers from the streaming era to before.
Even with millions more people able to listen to an album when it drops due to not having to buy, the streams count to such a minuscule level it doesn't compare to even thousands just buying an album outright.
However, streaming has made Hip-Hop albums have more longevity than ever. They can sell crazy for 1 year straight and be top 10. It's lower numbers in individual weeks because with streaming it tracks activity overtime rather than a purchase which counts that single moment. Lil Baby & Pop Smoke who have never even had a real mainstream crossover hit have spent the entire year in the top 10 basically, which would've never happened before streaming. You had to truly be a humongous crossover success outside of Hip-Hop.
