There's a massive difference between actively going out and finding a piece of music to listen to, and it being spoon fed to you via a playlist.
Then there's the fact some artists are promoted more on playlists than others- and are in more playlists too. That skews it and gives an advantage.
Meaning is impossible for the numbers to be accurate.

Premium streaming totals are divided by 1,250 and free streaming totals are divided by 3,750.

This isn’t exclusive to streaming. iTunes Store promoted some albums more than others, physical distributors promote some more than others or carry more stock of some than others. Etc
