Communities could maybe fund a local school-- they cannot band together to form social security or a military force in any major capacity. That's where governance comes in. Now, depending on how libertarian you are, this can change (with actual libertarianism, not that dogshit right-wing ideology).

Afaik, in anarchist thought for example (and someone can correct me), I'm pretty sure a common notion is that associations of producers form federations that pool in surplus of resources into something called a "social surplus", and then they collectively determine where that money goes. It's not coercive, but voluntary as well.
